This tool is not new but is now available for Windows 10 and it's open source software (so you can see how it works). It brings a couple of very useful tools such as colour picker, complex window layouts, image resizer, remapping keyboard shortcuts, spotlight/krunner type search like MacOS and Linux have, etc.
