Twitch TV is not about uploaded pre-prepared videos so what you see is live performances by gamers, musicians, etc. This short clip shows one musician jasmin_music receiving requests from her audience and her then playing the songs complete with any pauses or errors.
It's the technology being used by artists now to reach audiences who are stuck at home. YouTube also has a live broadcast mode which will work in a similar manner but it appears some musicians are favouring Twitch TV for the ability to give small tips.
