My daughter wanted me to buy a OnePlus phone the other day that was going at a bargain discount online. Closer inspection revealed that it was running a Chinese release of the OS and may not have been easy to get the Google Play Store on it at all. Apart from that, there are sometimes issues with different frequencies being used.
And no you cannot always flash a new ROM either as sometimes bootloaders are locked too. Best advice is to do some careful research first.
