Did North Korea Linux ripoff Apple’s macOS? Actually for me that is not the issue, and neither is the censorship they built into their Linux. The issue is why they went Linux? Maybe because of the freedom to be used by anyone and to adapt it to do what is required, and to inspect the code and self-compile it to be sure that no foreign government is spying on them?
